Cass County Conservation District – SESC Assistant/Inspector
POSITION ANNOUNCEMENT

The Cass County Conservation District (CCCD) is a local unit of State government, assisting landowners with conservation and management of their natural resources and is currently seeking qualified applicants for a full-time Soil Erosion and Sediment Control (SESC) Assistant/Inspector to assist in enforcement of Part 91 – the Soil Erosion and Sedimentation Control, of the Natural Resources and Environmental Protection Act (NREPA) (Part 91) Act requirements for Cass County, Michigan.
Basic background: Part 91 requires no soil or sedimentation cross property lines or enter a body of water. A permit is required for any “earth change” within 500 feet of a lake or stream or over an acre in size. Inspections are conducted to ensure protection of the environment and adherence to Part 91 rules.

Primary functions of the job are to conduct field inspections, complete inspection logs, utilize and upkeep ESRI geographical mapping software program with relevant data pertaining to permits and inspections, and correspond with landowners who potentially need permits, contractors working at job sites, and municipal officials as necessary concerning site work within their jurisdiction. The employee will also work directly with the public on resolving erosion control complaints, assist with outreach educational efforts, assist with initial permit plan reviews and acceptance of permit applications, and assist with general SESC program and District program support as needed.

The inspector will be expected to drive using a personal vehicle to assigned inspection areas within the County. The work environment is split between the office and outdoors, in all seasons. Clerical work includes the completion and maintenance of related reports and files. Basic writing and filing skills as well as basic computer skills. The inspector will be trained to utilize the ESRI software program, CANVA, and Google workspace tools. Training time will also be provided if needed for the inspector to obtain required certificates from the State of Michigan for conducting SESC inspections. The work will be performed under supervision of the Cass County Conservation District Board of Directors, the District Administrator with direct supervision by the SESC Administrator and is subject to review by the Michigan Department of Environment, Great Lakes, and Energy (EGLE). The position is funded through SESC program generated funds

Education: The applicant must possess a High School diploma. An associate or bachelor’s degree in a related field or equivalent work experience is preferred. The applicant must be able to pass the test or possess a Storm Water Operator certification from the Michigan EGLE.
Experience: Must have one to two years of related experience such as related college-level coursework, such as landscape architecture, civil engineering, earth sciences, or construction trade work, or demonstrated knowledge, ability and skills to perform the work. Must have a valid driver’s license and a working vehicle.
Location: The individual will be employed by the Cass County Conservation District and report to work at the Cassopolis USDA Service Center. Since the office is in a federal building, the individual will need to pass a federal background security check. Assignments will include properties in all Townships and Cities within Cass County.

Salary & Benefits: Compensation ranges $17-$19/hour depending on certification/experience. Mileage reimbursement at the current Federal rate. Full-time employees are eligible for benefits as detailed in the CCCD Personnel Policy including paid Federal holidays, paid sick & annual leave, and health insurance.
Hours: 5-day, 40-hour work week with normal office hours 8am-4:30pm however, flexible hours may be necessary to accommodate evening/weekend programs.
